Pakistani Politics and News Channels Coverage by Shiraz Paracha
Recently Bilawal Bhutto visited flood affected areas; he visited victims’ homes and camps, he made speeches and was with victims in very informal way. Most of his activities had tremendous news value, it would make good TV footage but Pakistani TV channels ignored the activities of the leader of a very important political party. Negative news were reported about Bilawal Bhutto's visit but no context was provided about security issues/threats to Bilawal.
Similarly, Prime Minister Nawaz Sharif, too, visited flood affected areas, gave speeches but he did not get much live coverage. Also only negative news about his visits made headlines.
Mulana Fazaul-u-Rehman has millions of followers but he doesn't get the media coverage what should be his due share. The same is true for the Awami National Party. The media (TV) coverage of ANP gatherings is usually slim.
Sindhi and Baluchi parties are ignored by TV channels. Stories about missing persons from Baluchistan are missing on our TV screens. Baluchistan issues are missing. Many other critical stories and issues are not covered. There are not many critical stories about the performance of the Khyber Pakhtunkhwa government.
Strangely, however, Pakistani TV channels give hours of air time to Imran Khan’s meetings and activities. Camera tricks and angles are used to show small crowds big. Imran is promoted as a savior and hero but the elected Prime Minister is demonized. Tahir-ul-Qadri gets undue coverage in the media. Altaf Hussain and the MQM use terror tactics to get live coverage on our TV channels.
An overview of the past few months’ TV news coverage shows a pattern where the ISPR, the PTI and the PAT are presented in positive light while the rest of the parties are either condemned or ignored. The ISPR is transcending its boundaries but the media are uncritical. ISPR prepared PR footage is shown as exclusive news, the media are bashing everybody except Imran Khan. It is very disturbing revelation. This trend is bad for Pakistani journalism.
As a student of psychological warfare and propaganda, I feel that some powerful elements of the Pakistani establishment and media are playing mind games with our public. Our public is not very media literate yet very sophisticated and settled propaganda techniques are used to influence the public opinion in favor of certain point of views, personalities and institutions. The public is treated as passive consumers of propaganda thanks to the media. Non-professional owners, editors, presenters and reporters are misleading the public. The military media alliance to deceive the people of Pakistan can further harm the health of our society.

People in a mob feel that they are no longer responsible for their deeds, they are anonymous, can do as they please and are above the law.
The law enforcement agencies should identify each danda bardar, involved in breaking the law, attacking state property / officials, individually through the NADRA facial recognition system using the same TV footage that they so proudly pose for.
The message has to be loud and clear, that nobody is above the law, the mob wont b around forever and there will be a knock on the door. Freedom is not Anarchy.
Justice is for every one including those violated in Model Town, but justice has to be according to the law and procedure of the land and not mob justice.

Pakistan Army is ready to take over the country again: Shiraz Paracha
Tonight, Pakistan’s most organized political party with gun power appears to be winning again, this time through its proxies. Scenes outside the Parliament building bring to mind dark memories of July 05, 1977 and October 12, 1999 when timid and traitor generals had removed elected Prime Ministers at gun point.
On October 12, 1999, images of army soldiers breaking into PTV Islamabad Center gate had flashed round the world and on August 30 and 31 2014, the Parliament and the prime minister house are under attack by proxy mobs. The aim of this manufactured drama is not reform, but the removal of a man who no longer accepts dictation.
Visionary Zulfiqar Ali Bhutto had laid foundations of Pak-China strategic relationship. This special relationship is now entering into a new phase and Pakistan’s “owners & masters” want to be in the driving seat during this crucial period. It is quite possible that one reason of the two-week-long protests in Islamabad is: Who should control Pak-China relationship?
For the most part of the Cold War China, Pakistan and the West were on the same page. In the 1970s, Pakistan had facilitated the establishment of relations between the United States and China. During the 1980s, China and Pakistan had supported the CIA’s proxy war against the Soviet Union in Afghanistan.
The post Cold War period realities, however, are different. U.S economy is declining while China has emerged as a new economic power on the world stage. China is capturing new markets, investing in prime locations, building strategic partnerships and communication infrastructures. These advances have made China one of the biggest rivals of the United States. The U.S is concerned because China is flexing its military muscles as well.
From the day one of its inception, Pakistan had aspired to be a U.S client state. Pakistan was always in the U.S camp. It has been a receiver of U.S military and economic aid. Military links between Pakistan and the U.S are stronger than the political relationship between the two countries. When Zulfiqar Ali Bhutto had established relationship with China it was not a matter of great concern for Pakistan’s paymaster, the United States, because at that time the Soviet led Eastern Block was America’s major problem.
But at the dawn of the 21st century China became a rival for the U.S. This rivalry is turning into hostility now. The new situation has affected Pakistan as Islamabad is closely tied to the both rivals.
With time Pakistan-China relationship has matured. They are trusted partners in many ways. Now China wants to invest in infrastructure development of strategically important Pakistan.

The U.S would be concerned by China’s growing influence in Pakistan because it can reduce Pakistan’s dependence on the United States. The U.S has deep roots in Pakistan through military cooperation that spreads over a period of six decades. Pakistan depends on the U.S financial and technical support.
Nearly 15 years ago Pakistan-China relations entered into a new phase. Few years later, mistrust between the U.S and Pakistan grew over the ‘war on terror’. In this backdrop, Asif Ali Zardari was elected as Pakistan’s next President. Mr. Zardari was an intelligent leader with vision. He paid more attention on consolidating Pakistan’s relations with China as he had realized that Pakistan would benefit more by deepening its economic and strategic partnership with China. Building of the Kashghar-Gawadar Economic Corridor is a very significant outcome of Mr. Zardari’s efforts. Under this deal Gawadar port was given to China. This changed the game.
Prime Minister Nawaz Sharif has rightly decided to continue Asif Zardari’s policy of consolidating relations with China. The Chinese President coming visit to Pakistan is a part of the Pak-China joint strategy to achieve common goals.
However, the new dimension of Pak-China relations could be a cause of concern for the United States. Also skeptical and worried military circles think that sensitive and crucial issues like Pak-China relations or dealing with the U.S can’t be left to uncontrollable civilians such as Nawaz Sharif.
Perhaps for this reason the emphasis is on the Nawaz Sharif’s resignation by leaders of Islamabad protests.

Time to Accept Civilian Mandate…! By Shiraz Paracha
Before it is too late, Pakistan needs a radical change in terms of reorganizing internal power centers. Adventurous former or serving generals should no longer be allowed to impose outdated foreign policy perceptions. As a significant stakeholder, the military can advise on foreign policy but it must not solely shape or dictate the contours of Pakistan’s foreign policy.
A country’s foreign policy is not formulated on the basis of paranoia and true or false security concerns. Trade and economic interests are corner stone of a successful foreign policy. A country can’t change its neighbors; she has to live with them. A country which can’t establish friendly or at least working relationship with its neighbors loses credibility.
Pakistan has credibility problem because its generals, not politicians; have been controlling the country’s foreign policy. The time has come that for the survival of Pakistan, and to restore its own credibility, the military restrains itself from dictating the foreign policy.
Civilians are not a heard of sheep. We need an army that serves the people of Pakistan, an army that follows law of the land and submits to the writ of an elected representative government. Foreign policy ought to be formulated by the elected civilian government in consultation with Parliament, military commanders, trained professionals, academia etc.
The military is not the sole interpreter of Pakistan’s national interests. The military is not the institution which should set the national or international agenda for Pakistan.
In the past, the people and all institutions of Pakistan were hostages at the hands of their own military. Indeed because of generals’ horrific blunders lives of millions of Pakistanis had been at risk. Intellectually confused generals like Ayub Khan, Sher Ali Khan, Zia-ul-Haq, Aslam Bag, Hamid Gul, Akhtar Abdur Rahman, Naseerullah Khan Baber, Javed Nasir, Pervez Musharraf and many others tried their flawed perceptions and philosophies in Pakistan by force and manipulation.
Professionally incompetent generals, some of whom were also corrupt, had put their personal greed and ambitions above Pakistan. Today, the Pakistani society is a sick society due to paranoia and confusions created by few retired generals.
The Pakistani military was involved in clandestine operations and often the country’s civilian leadership was kept unaware of such adventures, Kargil operation is one such example. In fact an independent investigation would reveal that some in the Pakistan military have been pursuing their own agendas at the cost of Pakistan and its people. Military coups and generals’ unlawful interference in foreign and domestic affairs have harmed Pakistan. Some Pakistani generals think only they know what is good for Pakistan. This approach has hurt Pakistan.
A few years ago, the tone of discussions at Corps Commanders’ meetings was not appropriate. During the PPP government, Corps Commanders acted as a parallel cabinet and presented themselves as defective rulers of Pakistan. Due to such behavior and internal divisions, Pakistan suffered humiliation on the national and international fronts.
The current military leadership can turn the page. General Raheel Sharif is a professional solider. So far his performance and leadership abilities are admirable. He has an opportunity to change the culture of contempt that has existed in the military ranks for Parliament and elected governments. I personally know few generals in General Raheel’s team. They are competent, decent and open minded professionals, who are only interested in transforming the Pakistan armed forces into one of the best professional forces in the world. They also want a soft image of Pakistan and its military. We need such professional soldiers, not politicians in uniform.
The military doesn't have the mandate to change governments or conduct the foreign policy. Nevertheless, as the organization which defends the country’s integrity and sovereignty, the military will remain a key stakeholder in formulating security and foreign policies. An elected Prime Minister and his government should not ignore the military’s professional advice on security and foreign policy. But there is difference between advice and dictation.
Half of the Pakistan’s troubles will end if military commanders recognize and respect, both in letter and spirit, the mandate and write of the elected civilian leadership, and the civilian leadership genuinely accepts military’s expertise by following their professional advice on security and foreign policy. Final decisions about internal and external affairs, however, are responsibility of the elected representatives of the Pakistani people.

Is there any magical solution with Imran Khan for Pakistan
Imran Khan declared the May11, 2013 elections are the most rigged in the history. He claimed that all the judiciary, election tribunals, election commission are helpless in addressing their reservations and in return launched a long march to topple the PML-N government and declare mid term elections.
In case Nawaz Sharif set aside his personal and party interests and declared mid term elections; can Imran guarantee free, fair and transparent election in the existing electoral system? Is there any homework on the side of PTI or they have any magical solution that the mid term elections will be free and fair? Isn't it better to go for homework instead of depriving people of a great holiday?
Parliament's elections reforms committee was a great initiative where PTI could have done much better in establishing a sound and better electoral system that could have guaranteed future elections free and fair. Unfortunately Imran Khan has failed badly on this side.
In case PTI came into power, do they have the solution for economic problems of the country? so far there is no homework and strategy drafted.
Is there any health and education related policy but so far there is nothing and the current actions either guarantee their power or not, but it certainly guarantees further crisis in the country.
There is no policy for peace, unity and stability of the country and one thing is guaranteed in case they came into power that they will cry for the past mistakes of other governments instead of doing something good and concrete for the country like they do in the Khyber Pakhtunkhwa province.

Under Articl 245, Islamabad's Security has been handed over to Army: TV Report
The government of Pakistan has imposed Article 245 by calling Pakistan Army for Islamabad's security in attempt to avoid any blow back from the military engagement in North Waziristan Agency of Pakistan, the government spokesperson quoted.
The army units will also be responsible to serve as rapid response force which was earlier the duty of Police elite force. The interior ministry has earlier said that the security will be given from August 1, but interestingly Interior Minister refuted the news and clarified that Islamabad was not being handed over to the army. “Neither Islamabad is being handed over to the army nor is there any relevance of August 1. In fact, the army has been called out to assist the police and civil administration for a limited period to avert any possible terrorist attack and to maintain law and order in Islamabad,” he added. On the other hand, Information Minister told the journalist that army has been called for all the Islamabad's security and it is up to army how they deploy their troops.
It is interesting to note here that this step was taken with the intentions of preempting any terrorist attack but the insiders in the power corridors considers this strategic deployment is to coup up with the scheduled rallies of opposition parties during August. The government has probably given the message to march towards Islamabad will be considered as march against Pakistan army. Surprisingly, army's officers shown complete ignorance about such measure taken by the government.
Opposition parties like PPP, PTI and others have opposed the move and consider it a step forward towards martial law in the country.
Imran Khan denounced Gaza massacre and wrote a letter to the UN Secretary General
Finally Imran Khan, the Chairman of Pakistan Tehreek Insaf came out of summer vacation with a letter to the UN Secretary General Ban Ki-moon by urging to play its role to stop the Israeli atrocities in Gaza. In the last 17 days of atrocities in Gaza, Imran Khan was busy in watching cricket and enjoying leisure time with his sons in pleasant weather of UK. This letter came out after the federal government of Pakistan announced observance of Day of Mourning for Gaza and 10 million dollars grant.
In the last 17 days,Imran Khan was sleeping regarding Gaza and his politics was around denouncing the federal government, now to score a point equalizer, he has written a letter to the UN Secretary General, which is very good effort, but certainly a delayed effort. His party, the Pakistan Tehreek Insaf, is ruling the Khyber Pakhtunkhwa province which is hosting more than a million IDPs of North Waziristan in the southern Districts of the province. His absence was felt everywhere in delivering good governance, but he spares no time in scoring goals against the ruling PML-N.
It is really unfortunate, the leader having the slogan of CHANGE, has gone into traditional dirty trends of Pakistani politics.
Imran Khan's Letter to the UN Secretary General:
“I write to you as the Chairman of the second largest political party in Pakistan and on behalf of the Pakistani nation that has always been the lead nation in UN peacekeeping across the globe. We have been watching in shock and horror as the state of Israel has unleashed the massacre of Palestinians in Gaza during the Muslim Holy month of Ramazan and the UN has stood by as a silent spectator. The death toll of the Palestinians in Gaza has risen above 800 and the Israeli aggression continues. The residents of Gaza cannot seek escape as Egypt has kept its border with Gaza sealed. The Egyptian authorities have also prevented medical supplies from going in to Gaza and the UN has issued not a word of protest.
Yet the UN's primary responsibility is to maintain global peace and to prevent aggression. From the UN Charter’s preamble to Article 2:4 to Chapter V11, the UN has a duty to ensure that people are not persecuted and states do not aggress against other states and territories. The UN office of the Secretary General has a critical role to play in the maintenance of international peace and prevention of state aggression and war. Chapter XV Article 99 defines the special responsibility the Secretary General has in this regard and Article 100.1 also calls on the Secretary General not to be influenced by any state in the carrying out of his functions.
The SG has to ensure the credibility of the UN in times of crises and war. At present the UN is undergoing a major challenge in terms of sustaining its institutional credibility. The massacre of innocent women, children, and elderly by the state of Israel cannot simply be ignored by the UN and by yourself as its SG. Nor can the Israeli aggression under false claims of “self defence” be ignored – especially by the UN and its SG. The UN Charter clearly circumscribes the notion of self-defence in Chapter VII and the ICJ Advisory Opinion on the Israeli Wall further countered the Israeli claims of self defence. How can the bombing of a hospital, a cemetery and a UN school be regarded as acts of self-defence?
As the world watches Israel losing all sense of humanity and breaking all international norms of behaviour, it is the UN to which it looks for intervention. After the UN World Summit of 2005 the international community asserted the principle of the Right to Protect as part of humanitarian intervention. The primary responsibility for enforcing this rests with the UN and its SG. I call on you to immediately exercise this responsibility to prevent a genocide of the Palestinians in Gaza.
As SG your actions will decide whether the UN is to remain credible as the harbinger of peace, the protector of the weak and the institution that ensures aggression remains unsuccessful around the globe. After all the UN was founded “to prevent future generations from the scourge of war”. It is up to you to ensure that the UN fulfills the mandate given to it by the comity of nations.
My country has always been one of the prime supporters of the UN in its peace and security functions. My Party has justice and human dignity as underlying principles. We cannot now allow the UN to lose all credibility because one powerful state is allowing Israel to conduct aggression against Gaza with impunity. We have a right to demand that you as the SG enforce the UN Charter and play an active role in halting Israeli military aggression against the Palestinian population of Gaza. As SG you must also demand and ensure Egypt open its border with Gaza to allow medical assistance and essential supplies to go into Gaza. You have a duty to ensure that the plan of genocide of the Palestinians by the Israeli state is thwarted. It is time for you as the UNSG to fulfill this critical duty.”

Kashmir is the integral part of Pakistan is the recent statement of General Raheel, the Chief of Army Staff of Pakistan. His opinion is quite different to opinions of his predecessors Gen Kiyani and Musharaf. the LoC was allowed to fenced during Musharraf's illegal regime, he was not only the President but a powerful CoAS. Sometimes they call it a liability and sometimes they call it SHAHRAG. We civilians are always with Kashmir and Kashmiris, but these people always define it differently at different point of times. Although this message was only to give a shut up call to 'the expected PM' Narindra Modi; upon his wicked intentions to conduct OBL like operation against Daud Ibrahim in Pakistan. The sentiments and statement of your respected brother is the sentiments and statement of every Pakistani, but i am always confused about our all powerful CoAS different definitions of the issue of Kashmir.
